I think it's just the clear coat.

Yeah if you run your fingernail across it and it doesn't catch whatsoever it most likely can be fixed.
Its funny cause I actually hit the garbage can backing out late at night last week and the scratch looked just like that.
I got the majority of it out with a paint cleanser and the rest with a light compound.
If you want me to swing by and check it out I can. Doesn't look like I am too far from you
